No, Apple cannot do that. Your Mom needs to get her work to remove the Activation Lock. Tell her to give them this link: What to do before you sell or give away your iPhone, iPad, or iPod touch - Apple Support
You will need to find the person who has the Activation Lock and get them to remove it. If you can't do that return it to whomever sold it to you and get your money back.
Stop the sad song from someone else and his send me the password and I don't know the previous owner what do I do
Return the device to where you bought it if possible. There is nothing you can do if you don't know the previous owner.
Return the iPhone for a refund.

remove it. There is no workaround for the security

This is a user-to-user technical support site, no one is going to send you an email. You will need to find the person who locked the iPhone in order to clear it. Apple will not assist you.
This is a user-to-user technical support site, no one here can do that except the person the phone is locked to. Contact the seller and if they cannot unlock it return it and get your money back.

You don't.
Apple can't help you.
If whoever you bought it from can't or won't remove the activation lock, it's completely useless.
Return it and get your money back. If the seller refuses, turn it over to the police and give them all the information you have on the seller. It's probably stolen.
What about your iCloud password? Did you forget it? https://iforgot.apple.com/password/verify/appleid
